ألقتْ الكلمةَ مندوبةً عن سُمُوِّه صاحبةُ السُّمُوّ الملكيّ الأميرة رحمة بنت الحسن المعظّمة.
السلام عليكم ورحمة الله وبركاته
قبلَ أنْ أتشرّفَ بإلقاءِ كلمةِ والدي سُمُوِّ الأمير الحسن بن طلال حَفِظَهُ اللهُ ورعَاه، يطيبُ لي أنْ أنقلَ إليكم تحيّتَهُ الصّافية ومحبّتَهُ الخالصة. وكمْ كانَ بوُدِّه أنْ يكونَ معنا اليوم لوْلا التزاماتٌ مُلِحّة.
كما يسرّني أنْ أُزْجيَ – باسْمِ سُمُوِّه – تهنئةً خاصّةً إلى مُنَظِّمي هذا المؤتمر على ما بذلوه من جهْدٍ في تنظيمِه وإعدادِه؛ راجيةً أنْ تسمحوا لي الآن بالانتقالِ إلى كلمتِهِ حَفِظَهُ اللهُ ورَعاه.

والصّلاةُ والسّلام على نبيّهِ الأمين
وعلى آلهِ وصحْبِه ومَنْ والاهُ أجْمعين
أصحابَ المعالي والعطوفةِ والسعادة؛
شاباتِنا وشبابَنا الأعزاء:
أيُّها الجمعُ الكريم:
السّلامُ عليْكم ورحمةُ اللهِ وبركاتُه:
يُسعدُني أنْ أحيّيكُمْ من القلْبِ تحيّةَ المودّةِ والاعتزاز، فأنتمْ بناةُ المستقبل، الذين يُجسّدونَ معانيَ الإبداعِ والإنجاز والتّنافسِ والتميّز، ويَعملونَ؛ رياديّينَ ومُبْدعين، على تحويلِ أفكارِهم الخلاّقةِ إلى أعمالٍ ومشروعاتٍ مستقلّةٍ ومُستدامة. فأُهنّئكُمْ جميعًا على ما أحرزتموه من إنجازاتٍ مُتَميّزة. كما نَتطلّعُ إلى متابعةِ أعمالِكم الإبداعيّةِ في مُقْبِلِ الأيام في المجالاتِ كافّة.
يقولُ عميدُ الأدبِ العربيّ طه حسين: "لا يوجَدُ إنسانٌ ضعيف، ولكنْ يوجدُ إنسانٌ يجْهَلُ في نفْسِه موْطِنَ القُدْرَة." وأنتُم الشبابُ الرياديّون والمبدعون قدْ عرَفتُمْ مواطنَ القوّةِ والقدْرَة فيكم، وقبَضْتُمْ بقوّةٍ على ناصيةِ الإبداع. ويَقعُ على عاتِقِكم توظيفُها في سبيل خِدْمةِ قضايا الوطن والأمّة.
أقول: لا نزالُ بحاجةٍ إلى وضعِ أُسسٍ علميّةٍ تنهضُ بالكفاءاتِ العلميّةِ والمهنيةِ الشبابيّةِ، وتُسهمُ في تأهيلِ الكوادرِ الإداريّةِ القِياديّةِ على مستوى الوطنِ العربي. وقد اقترحْنا منذ فترةٍ تأسيسَ معْهدٍ عربيٍّ للإدارة لتأهيلِ القياداتِ الإداريّةِ الواعدةِ في الوطنِ العربي، وخلْقِ أجيالٍ قادرةٍ على التّعاملِ مع التّطوراتِ في مجال إدارةِ المواردِ وقيادةِ المؤسّسات، وتحقيقِ القدرةِ التنافسيّةِ على المستوى العالميّ.
وفي هذا الإطار، أؤكّدُ أهميّةَ بناءِ مجتمعِ الكفاءة، الذي يصونُ مُقدّراتِ الأمّة، ولا تتحقّقُ التنميةُ الشاملةُ المُستدامةُ في غيابِه. هو مجتمعُ النّزاهةِ والشفافيةِ والمساءلةِ والمسؤوليّة، الذي يُعْلي من شأنِ المتفوّقينَ والمُنتجِين، ويستقطبُ الموْهوبينَ والمتنوِّرين حتّى من المهْجر، ويَكبحُ من نَزْفِ الأدمغةِ ويوقفُ هجرةَ العقول.
الأخواتُ والإخوة:
يَتطلّعُ الشبابُ إلى المشاركةِ الفاعلة في بناء الوطن بما يحقّقُ النهضةَ المجتمعيّةَ المأمولة، التي تركّزُ على العنايةِ بالبيئةِ الإنسانيّةِ والطبيعيّة.
وفي هذا الإطار، كانت رعايتي– أنا العبدُ الفقيرُ لله تعالى – لمشروعاتٍ تركِّزُ على المشاركةِ وتمكينِ الشباب، وتعملُ على تطويرِ فروعٍ شبابيّةٍ حيويّة ضمنَ رسالتِها، مثل الفصلِ الشبابيّ في منتدى الفكرِ العربيّ، واللجنةِ العالميّةِ للشبابِ التابعةِ لمنظمةِ المؤتمرِ العالميّ للأديانِ من أجل السّلام، والفرْعِ الشّبابيّ لنادي روما الذي يعرف ب tt30، وبرلمانِ الثقافات، وشُركاءَ في الإنسانيّة، وشبكةِ آنا ليند الوطنيّة في الأردن.
كما لا يفوتُني أنْ أشيرَ بكلّ الفخْرِ والاعتزاز إلى جائزة الحسن للشباب، التي أنشِئتْ عام 1984، وحرَصَتْ على تعميقِ القِيَمِ والمهاراتِ الإنسانيّةِ الأساسيّةِ في نفوس الشبابِ من أجْلِ بناءِ مجتمعِ المستقبل. فكانَ التّركيزُ على الانتماء؛ المواطنَة الفاعِلة؛ المُشارَكة؛ المسؤوليّة؛ روح المبادَرة؛ والإبداع.
كما تُسهمُ هذه المبادراتُ في إعدادِ الشبابِ ليتمكّنوا من المشاركةِ الفاعلةِ في بناءِ مجتمعاتِهم والتعاطي بطُرُقٍ مؤثّرةٍ مع العالم. وهنا يَتمثّلُ دوْرُ التعليمِ في بناءِ المواطنِ الفاعلِ المجهَّزِ بأدواتِ العقلِ والمعرفةِ والإبداعِ للمساهمةِ في الساحةِ العالميّة، بحيْثُ يكونُ فخورًا بهويّته وثقافتِه، ومدركًا في الوقتِ نفسِه، للقِيَمِ الإنسانيّةِ المشترَكة.
كذلك، فإنّ تحقيقَ الكرامةِ الإنسانيّةِ على المستوى العالميّ يَتطلّبُ نوْعًا مُحَدّدًا من التعليم الذي يتَمَحورُ حولَ الإنسان، ويكونُ فيه العلمُ والتكنولوجيا في خدمةِ الإنسانيّةِ وليس العكس. فلا يُمكنُ إغفالُ دورِ الشبابِ في النّهوضِ بالمجتمعِ والمشاركةِ الفاعلةِ في مختلِفِ حقولِ المعرفةِ والإنتاجِ والإبداع. كما أؤكدُ ضرورةَ بناءِ جسورِ المعرفةِ والتّواصلِ والتّشبيكِ بينَ الشبابِ على المستوياتِ المحليّةِ والإقليميّةِ والدّوليّة.
ويأتي تنظيمُ منتدى الفكرِ العربي لهذا المؤتمرِ الشبابيِّ السادس، بالتعاون مع اليونيدو، تأكيدًا لأهميّةِ الشّراكةِ والتّعاونِ على المستوى العربيِّ والإقليميِّ والعالميِّ بما يسهمُ في تعزيزِ التواصلِ والتشبيكِ بين الشبابِ في كلِّ مكان.
هنالك ثلاثةُ عناصرَ مؤثرةٌ في آليَّةِ التواصلِ مع "الآخر": أولاً: عنصرٌ سياسيٌّ يتضمّنُ الأمن؛ ثانيًا: عنصرٌ اقتصاديٌّ يشملُ جَسْرَ الفجوةِ في ميزانِ الكرامةِ الإنسانية؛ وثالثًا: عنصرٌ ثقافيٌّ يتعلّقُ بالحوارِ بين أتباعِ الدّياناتِ والثقافات. ومما يساعدُ على تفعيلِ الحوارِ العملُ على توسيعِ مفهومِ "نحن" بالتركيزِ على القواسمِ المشترَكةِ مع "الآخر"؛ سواء أكانتْ تجاربَ أم معتقداتٍ فرديةً أم آمالاً ومخاوفَ وطموحاتٍ جماعيّة.
إنّ لكُمْ – مَعْشرَ الشّبابِ - دوْرًا مُهمًّا في خُطَطِ الإصلاحِ وعمليّاتِ التطويرِ التي هي بحاجة إلى منهجيّةٍ واضحةٍ في التّفكير. لديْنا الكثيرُ من حمَلةِ الشهاداتِ العليا في مجالاتٍ مختلفةٍ وممّن يمتلكُ الشهادةَ والكفاءةَ والخبرة. لكنّ التطويرَ لا يعتمدُ على هذه العناصرِ وحدَها؛ وإنما يحتاجُ إلى رؤيا واضحةٍ منفتحةٍ على العالم تَكونُ في تواصلٍ وتفاعلٍ مع الرُّؤى التّنويريّةِ الأخرى. نحنُ بحاجةٍ إلى ترسيخِ ثقافةِ العمل، وإلى تأكيدِ دورِ الذهنيّةِ الإيجابيّةِ المسؤولةِ في التعاملِ مع الأمور. يقول جوناثان سويفت، مؤلف رحلات غوليفر: "الرؤيا هي فنُّ رؤيةِ اللامرئي."

كما يَنطوي الحديثُ عن الرّيادةِ والإبداعِ والشبابِ على الانتقالِ من ثقافةِ الاستهلاكِ إلى الإنتاج، وإعادةِ التّكاملِ بيْنَ العملِ والثروة، والتركيزِ على السياساتِ لا السياسة.
أيُّها الأخوات والإخوة:
لا ثقافةَ بدون هُويّةٍ حضاريّة؛ ولا هُويّةَ بدون نتاج فكريٍّ نقديّ؛ ولا فكْرَ بدون مؤسّساتٍ علميّةٍ راسخة؛ ولا عِلمَ بدون حريّة معرفيّة؛ ولا معرفةَ ولا تواصلَ ولا تأثيرَ بدون لغةٍ قوميّةٍ تستوعبُ العصرَ بكلّ تداعياتِه.
وفي ضوْءِ انتشارِ ظواهرِالتّطرّفِ، والاغتراب، والتهميش، والإقصاءِ للشباب، لا بدَّ من تشجيعِ انخراطِ الشّباب في المجتمعِ بدلاً من انعزالِه وسلبيّتِه. فلا بديلَ عن تمكينِ الشباب، وإتاحةِ الفُرَصِ لهم من أجل مشاركةٍ أكبر في صُنْعِ القرار في مجالاتِ النشاطاتِ الإنسانيّةِ التي تؤثّرُ في حياتِهم. فهُمُ الفئةُ الأكثرُ تقبّلاً للتّغيير والتّجديدِ والتّعامل بروحٍ مُبدِعة.
أقول: لا يمكنُ النَّظرُ إلى التكنولوجيا بمعزلٍ عن نظامٍ متكاملٍ للعلم والتكنولوجيا والإبداع. إنّ تحقيقَ التّحوّلِ الاقتصاديِّ والاجتماعيِّ المنْشود بحاجةٍ إلى سياسةٍ واضحةٍ في "العلم والتّكنولوجيا والإبداع"، تمثّلُ جزءًا أساسيًّا أو داعمًا لسياسة التنميةِ الوطنيّة. وقد دَعوْتُ – غَيْرَ مرَّةٍ – إلى تأسيسِ قاعدةٍ معرفيّةٍ دقيقة يتمُّ تحديثُها باستمرار، نستندُ إليْها في صوْغ السياساتِ ووَضْعِ الخُططِ الاستراتيجيّةِ والتنمويّةِ التي تَرسِمُ مَعالمَ المستقبل.
ختامًا، أسألُ الموْلى العليَّ القدير أنْ يُباركَ في جهودِكم ويَجعلَ النجاحَ دوْمًا حَليفَكم، وأنْ يُسدِّدَ خُطانا جميعًا لما فيه خيْرُ الوطنِ والأمّة. ففي عالمِنا الغنيِّ بالفُرَصِ والإمْكاناتِ والموارد، لا حدودَ أمامَ الشّبابِ المُبْدع والرّياديّ في سبيلِ تحقيقِ غَدٍ أفضل.

Ladies and Gentlemen,
السلام عليكم ورحمة الله وبركاته
It is indeed a great pleasure for me to address the First International Entrepreneurs Investment Forum. As it a source of encouragement to see this distinguished gathering of Investors, Entrepreneurs, Financial Institutions and other representatives of related sectors, and I would like to extend deep appreciation to HRH Sheikh Khalifa bin Salman Al Khalifa for his gracious patronage of this extremely important event, wishing you every success in your coming deliberations
UNIDO is promoting “Inclusive and Sustainable Industrial Development”, the key elements and issues related to this concept are outlined in UNIDO’s Lima Declaration, adopted by member states in December 2013. Everyone in this hall recognizes the importance of industrialization, entrepreneurship, and innovation for economic development, job creation and income generation. What is less obvious to many of us, however, is how to incrementally enhance this potential, in a way that would provide social developmental tools to sustainably, and qualitatively, improve the lives of millions across the world.
Globalization and liberalization of trade did not benefit many developing and least developed countries… a fifth of the world’s population lives in abject poverty, and this number continues to grow despite earnest efforts to the contrary.
International efforts such as this, are key to focussing on assisting marginalized countries to raise their productivity, and develop competitive economies that would enable them to participate in international trade… this is always coupled with massive environmental challenges: climate change, loss of biodiversity, pollution of cities and international water ways, and depletion of natural resources to name but a few .
As such the challenge is to focus on industrial development that includes social developmental tools, all the while improving the quality of human life. That is what I understand “Inclusive and Sustainable Industrial development to mean”.
The 2013 Human Development Report – “The Rise of the South: Human Progress in a Diverse World” studies the rise of developing countries and includes some interesting projections: By 2020 the GDP of three large developing countries, Brazil, China and India is set to exceed the total economic output of Germany, Italy, France, Canada, the U.K and the USA combined… and what is driving this profoundly transformational shift is the formation of new partnerships in commerce and technology between the countries of the south.
China has committed substantial seed money to the revival of the Maritime Silk Road Project, recognizing the developmental potential of reactivating trade links between East Asia and, WANA – West Asia and North Africa, a move that is exciting for its diversity, richness and developmental potential.
However the report clearly states that economic growth alone cannot be the sole driver of human development. Concerted sets of policies focused on education, food security, health care and job creation are essential in ensuring that, the fruits of economic growth are enjoyed by all.
Ladies & Gentlemen,
One of the largest problems facing this particular region today is Brain Drain. To many of our most inspired youth continue to leave the shores of our countries, and the negative impact on sustainable development is real and sorely felt.
According to a recent study published by the Arab League 31% of those who leave their country and immigrate in search of better opportunities are Arab, furthermore, 54% of Arab students who study abroad don’t come back.
Entrepreneurship and Innovation cannot be achieved without effective education and training systems. It is for this reason that we need to formulate policies that foster scientific and technological innovation across the entire region, arriving at a concrete set of applications for putting these in place. In other words, activating cooperation and networking between educational and research institutions, while simultaneously ensuring mechanisms for idea dissemination and practical application.
A great idea born in a classroom in Manama or Amman, or a lab in Beirut or Cairo, or anywhere where creativity is nurtured, should have the vehicles to make its benefits felt far beyond the physical confines of its birth-place, without the necessary re-location of those who wish to further develop their creative potential.
The Arab Social Charter issued by the Arab Thought Forum in 2012 emphasized the empowerment of Arab citizens through science and learning - that it was only through these two key concepts that principles of citizenship, rights and duties, integrity, and respect for diversity, could be enhanced.
I look forward to our sixth Arab Thought Forum Youth conference tomorrow – in partnership with UNIDO. A cooperation that I hope will pave the way to entrepreneur development amongst our youth and motivate them to participate effectively in the development of our region.
Ladies and Gentlemen:
Nobel Laureate, Octavio Paz said: “Wisdom lies neither in fixity nor change, but in the dialectic between the two”. History has shown us that the ability to manage change effectively is not only essential for human progress, but in the world of today, is tied intrinsically to human survival.
In this context we must bear in mind that Innovation and entrepreneurship should never be void of their social and moral contents, for if they were to be celebrated only for their mechanical and economic genius we would spiral into ever-deeper human problems.
What we see every-day of mind-boggling achievements in Information Technology with its myriad of positive applications, is offset by emerging cyber-wars, loss of privacy and disruption of daily lives. We can boast a long record of pharmaceutical achievements that have led to the eradication of many diseases and alleviation of human suffering… and yet are reminded daily of the threat to human survival posed by the excessive and indiscriminate use of chemicals.
Many large corporations have incorporated social responsibility into their agenda, and this is an incredibly positive step, however, we should, work towards institutionalizing this imperative by charting a “transnational social responsibility forum” under the UN auspices, that would undertake to define international corporate, social responsibility. Vast corporations could be encouraged to provide funds to empower youth entrepreneurs to realize their potential. For commerce and compassion do not necessarily linger at the opposite ends of the human spectrum.
The asymmetrical treatment of financial and human capital and the ever widening gap between rich and poor, and many of the terrible effects that these have, not least amongst them, that lethal by-product of poverty and avarice, terrorism, underlines that the rationale for encouraging entrepreneurship is not merely the creation of jobs, but a deep-seated effort to salvage human life. The vigor and energy of youth should be harnessed to do good – before the current economics of despair lead to further mayhem and destruction. It should be the focal point of a new paradigm to conduct our affairs.
Ladies and Gentlemen:
The “WANA”, West Asia and North Africa initiative is an example of a collective regional effort to solve outstanding problems and issues. Last June it held its sixth annual conference entitled “Legal Empowerment: A Platform for Resilience, Innovation and Growth” the basic challenge requires at its core, recognizing that enhancement of entrepreneurial and innovative capacity cannot happen without legal empowerment, and I am encouraged to see that this is one of the crucial issues on your agenda.
Your conference today is a golden opportunity to address these subjects whilst enabling UNIDO to realize its vision as outlined in the Lima declaration. Scientific innovations that do not take into consideration the Human Element will not be sustainable.
I wish to praise the joint efforts of UNIDO and Arab Thought Forum that culminated in Manama becoming the first Arab capital of Entrepreneurship and Innovation in 2014, and we look forward to the continuation of the energy that Manama brought to this title, as the baton is passed on in 2015.
